Job Description

This is advanced administrative and supervisory work assisting the City Manager, department head, or other administrative officer in planning, directing, and coordinating administrative activities.   Work involves responsibility for developing and coordinating administrative procedures and for making decisions on routine operating problems.  Work also includes conducting investigations or administrative studies necessary for securing facts about routine operating and administrative procedures and policies, including budget preparation and monitoring of expenditures.  Work involves formulating, developing, and improving various departmental programs and determining the effectiveness of routine existing programs.  Work assignments are received in both specific and broad general instructions or from complaints on matters assigned.  Work is performed with great latitude for independence and is reviewed through conferences, observations of the effectiveness of work programs, and periodic reports.

Examples of Duties

Assists, advises, and relieves the City Manager, department head, or administrative officer of routine administrative problems and procedures; coordinates and administers various activities.

Supervises and delegates the work of subordinate clerical personnel.   Monitors expenditures for an office or department budget; assists in the preparation of significant segments of the annual budget.

Participates as part of the city budget review team.

Receives complaints on matters related to department operations; investigates complaints using judgment and initiative in making proper decisions; refers complaints to proper departments and divisions, follows up complaints to determine action taken; attends grievance hearings; prepares dispositions for sign off.   Monitors calls and correspondence directed to administrator concerning problems or questions; acts on or disposes of them in accordance with administrator's policies or practices.

Compiles, classifies, and prepares financial and personnel information for projects.

Prepares and approves requisitions and purchases of equipment, supplies, services, and materials; prepares bid specifications for certain types of equipment; coordinates contractual services.

Participates in the development of the weekly city commission agenda; attends staff meetings; consults with staff members regarding matters to be discussed.   Develops criteria for evaluating the effectiveness of departmental programs; performs studies of departmental programs to determine conformity to administrative policy.   Maintains records system and keeps current inventory of property, suppli
