As Operations Budget Manager for Behavioral Health, Housing and Deaf and Hard of Hearing Services Administration (BHDH), this position exists to administer and coordinate the budgets and financial compliance operations of BHDH Administration. For legislative budget work, this position will receive oversight from the Legislative Budget Manager. Major responsibilities include fiscal management, budgeting, planning for/implementing compliance activities. These responsibilities involve project management and the development and maintenance of related processes and procedures.

Related activities for this position are:

  • Direct and contribute to the establishment of BHDH operational budgets. This includes providing budget activity level management and reporting of all aspects of the operational budgets for BHDH.

  • Along with the legislative budget manager, direct and contribute to the biennial and supplemental budget development for the administration, developing proposals that can withstand department and legislative scrutiny and that allow the Governor and Commissioner to accomplish their policy goals for people who are served by the BHDH administration.

  • Provide fiscal and technical advice, guidance, strategies, and analysis to the BHDH Assistant Commissioner, BHDH Finance and Budget Director and other BHDH senior management on the development and administration of fiscal policy, the biennial budget and operational spending plans.

  • Perform other duties as assigned by the BHDH Finance and Budget Director or the Assistant Commissioner.

Minimum Qualifications

Three (3) years specialized professional experience performing budget operations for a human services program, other state agencies, community-based or non-profit organization.

Experience must include:

  • Understanding of state and federal funding structures along with knowledge of government and public administration.

  • Identify and analyze problems, investigate issues, or determine information validity relating to financial compliance.

  • Working understanding of fiscal analysis, budget development, and management that includes strategic development for short- and long-term funds.

  • Budget tracking, policy administration, and accounting for activities of assigned accounts including preparing financial reports.

Preferred Qualifications

  • Understanding of Minnesota’s budgeting systems and be able to effectively use SWIFT to oversee and account for BHDH resources.

  • Ability to interpret statutory language and appropriation laws.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

  • Familiarity with interpreting and implementing grant provisions and contractual agreements.

  • Facilitator of groups to solicit information, feedback, and areas of development.

  • Understanding of the legislative process that includes financial, budgeting and policy planning.

  • Broad knowledge of public assistance programs.

  • Familiar with DHS BHDH service delivery models.
